About Katrina Van Dopp

Katrina Van Dopp, MAS, CPCM, Fellow. is the CEO of DreamNet Enterprises, LLC, a federal procurement consulting firm located in the Baltimore-Washington, D.C. metropolitan area. She has more than 25 years’ experience with the full life-cycle of Federal procurement – from pre-solicitation through negotiation to close out.

As a successful female executive in a competitive environment, Ms. Van Dopp was committed to helping others achieve success in their endeavors. Having served as a Warranted Contracting Officer for the US Government, a Director of Contracts, and Subcontracts Manager, in 1992 she founded I&P Contracts, Inc., a federal procurement consulting firm. Ms. Van Dopp soon discovered that small businesses often also need proposal and contract administration assistance, but do not have the volume to support a full-time staff. I&P was able to fill that need, assisting many 8(a) or understaffed large businesses. Clients of I&P Contracts soon discovered that they had needs beyond proposal writing and contract administration. They also needed to learn how to build and grow their businesses, using methods which exceeded the range of their technical skills. Ms. Van Dopp’s expertise in business development and branding was critical. Her eclectic background enabled her to offer a unique and successful perspective to her clients, assisting them from the point of start-up; proceeding through marketing, negotiating, and day-to-day operations; and continuing all the way to the accomplishment of the client’s ultimate goals. In 2004, Ms. Van Dopp changed the name of her firm to DreamNet Enterprises, LLC, as a way of recognizing the expanded range of services she was providing for her clients.

Ms. Van Dopp’s clients have ranged from US Government agencies such as NASA and the FDIC to the Department of Energy, the Department of Homeland Security, the Department of Defense (DoD), and many other entities including contractors working within the Government. Each client possesses its own unique strengths and specific needs which can be assessed to achieve success in profits and in mission. Ms. Van Dopp’s valuable perspective and experience in both the public and private sectors have allowed her to serve her clients well, providing them with insight as well as solutions in a timely manner.

Ms. Van Dopp holds a BA in History from Randolph-Macon Woman’s College and a BS in Biology from the University of Connecticut. She also received the degree Master of Administrative Science (MAS) in Business (an MBA equivalent) from The Johns Hopkins University. Ms. Van Dopp currently has the credentials of FAC-C Level III; Certified Professional Contract Manager (CPCM) and Fellow from the National Contract Management Association (NCMA). She is the past president of the Baltimore-Washington Corridor Chapter of NCMA.
